Julie Cline-Gallagher is the Principal for JC Compliance & Audit, formerly Markland Gallagher, LLC. Julie has over three decades of experience in the financial services industry, having held positions in Branch Operations to Branch Manager (Operations and Loans). Julie served as Senior Examiner for Markland Group, Inc. from 2001 through 2008; in 2009, she

became managing partner of the newly formed Markland Gallagher, LLC. Coupled with her operations and loan background, Ms. Gallagher has served as a Controller with one of the “Big Six” accounting firms and has worked for various accounting firms performing loan quality
control reviews, taxes, financial auditing as well as monthly service provider audits compliant
with HUD, GNMA, Freddie Mac and Fannie Mae guidelines. In addition, has performed audits
to ensure loan modifications performed on customer’s accounts are accurately updated and
within the established guidelines for a large servicing organization in California. In addition, has performed detailed consumer mortgage loan quality control reviews for a large regional
mortgage company. Other duties included monthly quality control, compliance, and servicing
reviews for various mortgage companies.

Ms. Cline-Gallagher held responsibility for the day-to-day operations function and was
eventually responsible for the internal audit function of a large community bank. As Branch
Manager, Ms. Cline-Gallagher was responsible for managing the daily operations of the
Consumer, Loan Processing, Cash Management, Customer Service, and Regulatory Compliance
functions. As Controller, Ms. Cline-Gallagher was responsible for monthly and annual financial
statements, annual audits, tax preparation and compliance, annual budgets, and analysis of
accounting procedures to comply with GAAP standards. She has also served as Benefits
Coordinator where she was responsible for budgets, tax reporting, and payroll and vendor
analysis for a Sacramento lobbying law firm. She attended California State University
Sacramento with an emphasis in Finance. Julie is a member of The Institute of Internal Auditors
(IIA), Western Bankers Association and Independent Community Bankers of America as well as
a previous member of the American Bankers Association.

Julie is finalizing membership in ACFE and ACAMs and preparing to obtain the CFE, CAMS
and CRCM designations in late 2023 and early 2024.
